DISCOVER

1) I am having difficulty saving journals into my folder as I collected over 20 and now it says there are 0 in there.
2) Some of the journals are not avaliable as full texts and the link to them Please may you tell me how to access journals another way if the link to their websites are not working

1) I will assume that you mean DISCOVER not RefWorks.  If you you've clicked the Sign In button at the start of your session then it should remember everything you've done. 
Have you tried it on more than one browser? 


However, as a back up plan, remember you can always send items to your RefWorks account. It's the Export icon in DISCOVER. That copies across everything from the citation (who/when/where) and also the abstract and permalink (URL) so you can retrieve the item. Refworks also has the nice feature that you can create subfolders with names. So if you find a useful article you can put it in a folder called 'Essay for J Smith' and a folder called 'Reflective Practice' - it's not like Windows folders. DISCOVER only lets you have one folder so it can get unwieldy.

2) You were not looking at a journal article but a policy paper published by a Federal department in America. Unfortunately, there is is a shutdown of federal departments in America presently (due to disagreements about the budget and Obama's healthcare plans) and this has affected access to everything from national parks, cancer trials and, unfortunately, the ERIC website. When the shutdown reopens reports like that will become available again. If you save the title (What can schools do to motivate students) and paste that into the DISCOVER box it will then take you to the ERIC full text link.
